Upgrade Rust to 1.93, and fix various issues that ensued.
Update lockfile to avoid a download issue with an artifact.
In the intervening almost 3 years the ubuntu-20.04 runners
were deprecated and removed by GitHub. So we switch to
ubuntu-24.04, and also no longer use
-latest, since wedon't want upgrades to happen magically.
Also fix a couple of links in CI output to point to the new
repo location.
